A 37-year-old Sanborn man was arrested about 10 p.m. Monday, Aug. 16, on charges of first-offense operating while under the influence, speeding and operating a vehicle too close to a bicyclist.

The arrest of Tong Vanh Kham Joi stemmed from the stop of a 2003 Nissan 350Z for speeding on Highway 18 near Sanborn, according to the Iowa State Patrol.

The trooper reported meeting an eastbound bicyclist, who was riding with lights, on the highway and an eastbound car clocked at 85 mph about two miles west of Sanborn.

When the trooper turned around, he saw the bicyclist on his knees on the shoulder of the road and the bicycle lying on the ground.
