The Ankeny City Council has approved updates to Chapter 76 of the City Code, modernizing regulations for e-bikes, e-scooters and other electric mobility devices. The updates to the ordinance clarify where these devices can be operated, establish expectations for safe riding, and addresses the continued growth in use of electric-powered transportation throughout the community which has led to safety concerns when they interact with other motor vehicles.

Key updates include:

  • Electric scooters and low-speed electric bicycles can operate on residential sidewalks, but must be dismounted and walked on public sidewalks in business districts such as Uptown and The District
  • E-motos and electric motorcycles are prohibited from operating on sidewalks, bike paths and city parks / green spaces
  • Electric scooters and low-speed electric bicycles operated in City parks must remain on paved surfaces
  • The speed limit for electric scooters and low-speed e-bikes on sidewalks and multi-use trails is 20 mph, but riders must go slower when needed for safety
  • Violations of the ordinance are punishable as a simple misdemeanor

The ordinance also establishes clearer distinctions between device types, separating lower-speed devices from higher-powered e-motos, which are regulated more like motor vehicles requiring licensing, insurance, and registration to be operated on public streets.

The Ankeny Police Department will begin implementation of the updated ordinance with an emphasis on education and outreach. Officers will focus on informing riders and families about the changes, including safe riding practices, trail etiquette and where devices can be operated.

The City is launching the Ride Safe ‘n Smart campaign today in partnership with metro-area communities and the Ankeny Community School District. The coordinated effort provides consistent safety messaging on the responsible use of these devices. Residents and parents are encouraged to review the updated ordinance and speak with younger riders about safe and lawful operation.
