Humbolt Iowa, “The Humboldt City Council has been fiscally responsible, spending down fund balances while planning for future improvements,” Bennett said. “The department heads have been working and planning in creating a five year capital improvement plan. We're seeing some efficiencies as departments plan together.” A look at various projects within each budget follows. The Cottonwood Trail paving project has $187,754 budgeted. Phase II includes paving of the trail and walking path around the swan pond. Phase III includes adding observation locations, native plantings and more. The city received a $66,416 REAP grant and will soon find out if $93,877 in Softea-Lu federal grant funds are approved. Phase II and III will be done at one time if the federal grant is approved. The city's share of the project is $27,477 out of the general fund. “That's quite a large amount of work for that amount. It was one of the council's top priorities,” Bennett said.
